New Fully-Functioning Clan System
The current system is kinda wishy-washy. While democracy sure does have it's spot in the UCR, a new system might be needed.
First of all: Squadrons need to go. Many of the UCR's members don't have 25 groups to join. That leads to my next suggestion, CUTTING DOWN ON GROUPS.
Whoever made all of these groups was a little too into it. The following groups must go:
-Roblox Eco Division (There was no need for this, and probably never will be. This group should go and the members in it should be put into the regular UCR, or possibly Intermediate Members.)
-Airforce Division
-Sea Division } These groups should all be merged into a "United Clan of Roblox Navy".
-Space Division
- Proffessional Members - This is just pretty much Advanced. Merge the two.
- Developers -Completely unneccesary. Deleted altogether.
- Squads - probably unneccesary, with one of my future suggestions.
Anyway. After that, there should be a couple more side-groups. Once you reach Advanced, you can take one of three roads. Combat, Navy, or Law.
With Combat, you'd join a group called the 'United Clan of Roblox Marine Division'. Eventually, some time after that, you'd join Spec-Ops. to do more planned and refined missions, probably with Ventrillo. Now, the majority of awesome bloxxers don't quite have 10k knockouts. I beleive this should be reduced to 3k, or possibly 2.5k.
With law, 2 new groups would need to be created. Law Advisors and Judges. When there is a high-ranked co-leadership, etc. trouble, they'd give advisory to the problem. You'd need to spend a very, very long time as a Law Advisor to become a judge. The ratio between time spent between Marine-SpecOps and Advisor-Judge is like 2-10 to 8-10.
Navy would be another path. You'd join the navy, and eventually be introduced as an Admiral. The Admirals would be very high-trained with vehicles, and would probably need to have good leadership qualities.
---Senate---
This would replace the Leader and Co-leader group altogether, but would be incredibly exclusive, with only 20 members at a time.
=General=
-Leader - the leader. Must be voted in by the rest of the Senate, and has the most power.
-High Senator - There would be 3 of these. These are possible future Leaders, and have a very high say in the power. One of them would be the Coordinator, who coordinates meetings by doing most of the speakings.
-Senator - Ten of these. Once a leader is voted out, he becomes one of these, and can possibly be put back into High Senator again, and not-so-possibly return to Leader.
=Army=
- General of the Army - He retains power over the Spec-Ops. and Marines. He sits at the same rank as High Senator. Makes most of the calls for war.
- Sergeant Major of the Army - He fills in for the General when required, and is personally picked by the General.
=Law=
- High Court Judge - He is over the rest of the Judges and all in the Law division. He is very frequently involved in the Courtroom and decisions. He sits at the same rank as High Senator.
- High Advisor of the Court - He fills in for the High Court Judge when required, and is personally picked by the High Court Judge.
=Navy=
- High Admiral of the Navy - Power over the Navy. Makes several calls of War. He sits at the same rank as High Senator. He must be very wise, as he is in charge of the Technology and Bases of the UCR.
- Master Chief of the Navy - Fills in for the Admiral when required. Personally picked by the Admiral.
Now, each person can be forced to retire from Senate if required.
Also, the leader MUST retire after two months, and become a Senator, or if voted, directly a High Senator in the place of the new leader.
Now, I won't go too in depth of the rights of the Army, Law, and Navy, because that would be the UCR Leader and Co Leader's job to define.

You see, with a group with THOUSANDS of members, you'd need a more organized clan system.
